We understand that given the particularities of technology companies, there are situations - especially in the area of electronic invoicing - in which the characteristics of the companies do not correspond to the resolutions or decrees established by the state. In this regard, the e-Invoicing Working Group will be created in 2019.
"The creation of the e-Invoicing table has brought together Cuti's partners related to the topic, in a working table where it was possible to jointly identify and resolve the most relevant issues for the companies that provide these solutions," said Virginia García-Morales, the e-Invoicing table referent.
For his part, Leonardo Zabaleta, a member of the table representing Uruware, highlights the role played by this area of Cuti's work, "the e-Invoicing table has promoted the exchange of ideas and opinions among industry colleagues, as well as a space for dialogue with the General Tax Directorate (DGI). Since its creation, it has worked continuously and has allowed us to raise our doubts and suggestions with the DGI from our point of view as implementers".
Likewise, Zabaleta highlighted how this workspace has promoted the creation of synergies between the companies that make up the e-invoicing ecosystem and the working group. "These synergies have facilitated the possibility of carrying out different analyses with different points of view and presenting them to the DGI in order to exchange ideas, propose changes, and better understand the different scenarios and realities of the ecosystem and electronic issuers," added Zabaleta.
Among these reports, the document prepared by the bureau regarding DGI Resolution 167/021 (repealing Resolution No. 1584/2020) stands out. In this document, based on the different consultations received, the various scenarios in which software providers implement and maintain IT solutions involved in the entire e-invoicing process were identified. This document was shared and analysed together with the DGI, allowing the governmental body to understand the particularities of the sector that are not covered by this resolution, with the aim of creating future resolutions compatible with the characteristics and realities of our industry.
In an industry as changing as ours, this document is only a first step towards achieving the evolution of electronic invoicing that we want in Uruguay. "In the search for continuous improvement, there are still issues to be resolved, work to be done and improvements to be implemented, so we invite partners who have not yet approached us to collaborate with the table," concludes Virginia García-Morales.
