Historically, the northern region of Uruguay has been alien to the economic and territorial development that has taken place in the last decade in our country. Rivera does not escape from this reality, presenting a lower development than other regions of Uruguay, the causes of this reality are found in factors such as the scarcity of private investment, skilled human resources, the high cost of transport and freight, etc. Nevertheless, the geographical location of the Rivera-Livramento border is currently seen as a logistical and territorial competitiveness node to be exploited.
In addition, the lack of technicians and professionals at the regional level in the software area is a reality that conditions the development of this industry. Thus, in this sector in Uruguay there are 12,000 jobs to be filled and the neighbouring country presents a very similar reality. The recent establishment of academia on our border with the creation of a binational Higher Education Centre UTEC - UTU - IFSUL represents a unique opportunity in this regard. This group of institutions ensures in the medium and long term the training of qualified human resources which should be absorbed by the market, thus generating sources of genuine employment for the region.
For this reason, the implementation team of the Binational Technological Pole, made up of technicians from the IDR and professors from UTEC and IFSUL, has considered it essential to know the interest or motivation of the business sector in order to guide the steps to follow for the consolidation of this desire.

This is a survey proposed by the Universidad Tecnológica (UTEC), the ITR Norte, and the Intendencia Departamental de Rivera de Rivera (IDr) to find out the real needs and demands of technology companies. The information gathered will be used to generate a project to promote the formation and training of skilled labour to meet these demands.
