In May 2018, the CCDE was constituted as a public-private interinstitutional and interdisciplinary area of advice, collaboration and joint monitoring in matters that affect the sustainable development of MSMEs, broadly defined. At that meeting, the CCDE's work levels were established: Plenary, continuous virtual work, working groups with reports to the Plenary and specific meetings on specific topics.
Following this line, the specific working group CCDE-Financing was created to analyse the main restrictions to access to financing for MSMEs and to establish a work agenda based on specific projects.
The main objectives of the CCDE-Financing are to analyze the supply map of financial services; to identify the main restrictions that exist in the national market for the access to financing by MSMEs; and to formulate recommendations for the best adaptation of policies, instruments and procedures to the characteristics of MSMEs, taking into account the specificities of the territories.
Representatives of the business sector and workers, the non-bank financial system, the bank financial system and the government were invited to this first meeting. It is important to emphasize that in this first instance, specific meetings were held with each of these groups to address the situation and needs of each of them.
