Cosse explains that economic activity in Uruguay grew steadily for 14 years, even withstanding the international crisis of 2009 and regional recessions in 2015 and 2016. In addition, the average Gross Domestic Product increased 4.1% annually between 2007 and 2017. In turn, it grew in a balanced way with social inclusion, from a GDP per capita of US$ 5,000 in 2005 to US$ 15,750 in 2015, and has the highest literacy rate in Latin America, with 98 %.

"The goal is to reach 20,000 dollars per capita by 2020," said the secretary of state. She added that Uruguay has the lowest Gini Index in the country's history, according to World Bank data, the poverty rate has decreased four times since 2005, from 24% to 6.5%, and indigence has practically disappeared.

In another order the Minister announced that "Mandarin will be a language that will be taught in primary schools using digital platforms" and added "We cannot be here ignoring the new era of services that China is starring and for which Uruguay was prepared. That is why we are exporting more and more services such as tourism, corporate services, process outsourcing, information and finance. Around 40 large international companies and 400 smaller ones have chosen Uruguay to establish their headquarters, their regional distribution center and shared services center," said Cosse.
