The solution allows the identification, analysis, determination and selection of cases (based on the behaviour of taxpayers through the analysis of tax risk models) and the monitoring of the results, integrating with existing information exploitation, monitoring and management systems.
Damián Gómez, in charge of the Technical and Procedural Control office, member of the SISCA team, composed of 20 people: BPS officials and Quanam consultants, stated that "an excellent team was formed with an impressive dynamic in which each milestone was celebrated by all.
The project began in May 2012 and was operational in less than a year. "It incorporates business and fiscal tools, combined with predictive models that allow finding irregular behavior of taxpayers," said Gómez.
At the same time, he said that before SISCA, the taxpayer audit process was carried out by means of handmade studies without automation or feedback, "data analysis took several days and risk indicators were not always accurate".
The SISCA "triggers a mechanism to audit a company when it detects the existence of the risk of fraud, under-declaration, omission..." he said. The aim is to be more efficient and effective in detecting irregularities and fraud, "so that it is not a waste of human resources and time," added Gómez.
The innovative solution, which combines Business Intelligence tools with Predictive Analytics, is a reference in national organizations, was presented in international events and received a distinction from the International Social Security Association.

Awards and Titles:
- SISCA is a reference in national institutions such as DGI and MTSS, Quanam is working on a process to adapt the tool to these agencies.
- In 2014 it was presented at the IBM Insight event held in Las Vegas, USA, in which new trends related to Business Intelligence technologies were presented.
- In April it received recognition from the International Social Security Association (ISSA) at the Regional Forum held in Mexico City, with special mention for merit in the use of good practices and innovation.
- In October it will be presented at the technology event of the Inter-American Center of Tax Administrations (CIAT) to be held in Miami, USA.
