Concepto will implement the risk module of the LUCIA computer system in Colombian customs

Concepto won the tender to adjust and implement the risk module of the computer system of the National Customs Directorate (DNA) of Uruguay "LUCIA" with the Directorate of Taxes and Customs of Colombia (DIAN).

A finales de agosto, Concepto ganó la licitación para ajustar e implantar el módulo de riesgo del sistema informático de la Dirección Nacional de Aduanas (DNA) de Uruguay «LUCIA» para el control de las operaciones aduaneras de importación, exportación y tránsito de mercaderías en territorio uruguayo, con la Dirección de Impuestos y Aduanas de Colombia (DIAN).

In 2016 DIAN asked for the donation of LUCIA, especially the customs risk module. From that moment DNA and Concepto, the software developer company, began to make a survey process and action plan to carry it out. This was how in 2016 the risk module for imports was implemented first at the El Dorado International Airport in Bogota on November 16 of the same year and in 2017 an extension of production pilot was carried out in Zona Franca Bogota, and Repremundo and began the national installation at the end of 2017.

After winning the tender, LUCIA will continue to be implemented with the necessary adaptations for the case of Colombia, "We have a 3- 4 month project ahead. We have two engineers who will be almost full time in the project in addition to technicians who are in the LUCIA project since its inception, "said the engineer Gustavo Ulivi co-founder of Concepto. DNA will also collaborate with the technical implementation of the project.

The LUCIA computer system, created in 1999 but constantly modified to keep it current and updated, is donated to other countries in the region. There is the experience of the donation of LUCIA to the Ministry of Finance of Costa Rica in 2003, where TICA (Information Technology for Customs Control) was created, which is based on the LUCIA system and was launched in 2005. In addition, between 2007 and 2008 we worked with the National Customs Authority (ANA) of Panama, implementing a project for the analysis of customs risk that was integrated into the existing system, the Integrated Foreign Trade System (SICE). One of the great advantages of LUCIA is that it was developed in modules, which allows it to be adapted or partially incorporated into other existing systems.
