The social policies promoted by the Agenda Uruguay Digital 2020, approved by Decree 459/016, aim to reduce the differences generated by the unequal acquisition of knowledge. The programme includes access for all retirees paid less than 26,720 pesos to an electronic tablet under the Ibirapitá Plan, a tele-assistance programme for older adults, and more than 5,000 training sessions for young people.
The government is committed to providing 100 % of pensioners with incomes of less than 26,720 pesos with access to digital tablets with internet connection through the Ibirapitá Plan, as well as the promotion and development of digital information, communication, content creation and problem-solving skills in specific communities, policies that will reach 60,000 people.
In terms of training, it includes, through the Jóvenes a Programar initiative, training in programming for 5,000 people.
It will also train 1,000 students and workers in the acquisition of transversal skills, such as abstract, computational or scientific thinking, and their application in areas such as domotics, robotics, biotechnology and nanotechnology.
University curricula specialising in information and communication technologies (ICT) will be increased by five to transform teaching-learning processes through the incorporation of digital technologies and virtual course offerings.
The National System of Repositories will also be created to allow the sharing and consultation of scientific articles, theses and textbooks of national production at university level, accessible on the Timbó Portal.
Another objective is the universalisation of the national electronic medical record in all health care providers, at least in the emergency, outpatient, inpatient and surgical areas. At the same time, 100 % of public and private oncology services will have an electronic oncology medical record that enables electronic medical prescriptions.
The National Care System will install the telecare programme to ensure the immediate and timely referral of people in a situation of mild or moderate dependency who reside in private homes, in the face of needs that require the intervention of third parties.
The objectives include integrating real-time updated labour information of workers, unifying work and payroll sheets into one document and having digital pay slips for all workers.
The Uruguay Digital Agenda 2020 was built with the participation of public and private institutions, through commitments in the Council for the Information Society. Its objective is to advance the digital transformation of the country in an inclusive and sustainable manner.
Currently, the country supports communication advances through fibre optic connections and free connection plans. The Agenda Uruguay Digital 2020 seeks to expand the capacity for innovation and generate processes of change in accordance with technology and social changes.
